That's a great question, and you may hear that a "discount" or "commission rebate" realtor is unskilled, or unqualified. In reality, we have been in business for many years and we are one of the top selling real estate teams in Orange County. We have sold over 50 million dollars of property in the last few years.
It is not common for a full service broker to share their commission with their buyers. We began early in 2010, after the federal and state governments cancelled their real estate tax rebate assistance programs. We were working with a lot of buyers, helping them to find and buy a home. At that time, we had many buyers who could not find "their perfect dream home" in time to take advantage of the credits. So we decided to do something about it. We provided a "commission rebate" from our own pockets to all those buyers who qualified but missed the deadline. This program was so successful for us, and our clients, that we decided to expand it to current buyers and it continues to this day.
In a short sale, the commission paid is decided by one or more lenders who are taking a loss on the sale. We often do not know how much commission will be paid until the bank's letter of approval is received near the end of the transaction. Short sale lenders are very concerned that neither the buyer nor seller receive any funds related to the transaction, so rebates are not usually possible. Occasionally, they will allow a broker to pay for specific closing costs, home warranty, repairs, etc.

This is a full-service listing agreement with internet marketing, open houses, and advertising to get the best price possible for you sale.
We sold this home for $30,000 over its appraised price after only three weeks on the market. The clients then bought a new home with us. The total Commission Rebates were $28,675!
To be fair, it is exactly the same as the buyer's rebate: For homes over $1,450,000 the rebate is 1.25% of the final sales price; from $950,000 to $1,450,000, the rebate is 1.0%; $450,000 to $950,000, it's 0.75%; and for $250,000 to $450,000, it's 0.5%.
If you conduct two home transactions within 12 months, whether it be buying or selling, the commission rebate percentage will go up, being based upon the total amount of both transactions. So if you sell a house for $750,000 and buy another for $800,000, then the rebate percentage will increase to 1.25% for both transactions.
In California, Commission Rebates are legal. Infact, the U.S. Department of Justice states, "Rebates can save consumers several thousand dollars in a single transaction." See details.
